General Information
The Spartan Echo is a student newspaper serving the Norfolk State University community. SpartanEcho.Com is the online component of the newspaper and Spartan Echo TV is the video and closed-circuit television component of the newspaper. Students from any major serve as volunteer staff and the staff is advised by a faculty member of Norfolk State University's Department of Mass Communications and Journalism according to standards established by College Media Advisers, Inc. The newspaper and website are governed by the Norfolk State University Student Publication Board and funded through the Norfolk State University Office of Student Activities.

The Spartan Echo newsroom is located in room 344 of the student center on the main campus of Norfolk State University. Staff meetings are every Tuesday and Thursday at 12:30 PM during the academic year. Students interested in contributing to the Spartan Echo are encouraged to attend.

PUBLISHING POLICY ------------------------------------------------------------
The Spartan Echo, SpartanEcho.Com and Spartan Echo TV are dedicated to meeting the goals of serving Norfolk State University's communication needs and providing maximum opportunity for educational communication experience in fulfillment of the institution and the full spirit of the First Amendment to the Constitution of the United States of America. The Spartan Echo is governed by the NSU Student Publication Board chaired by the Vice President for Student Affairs (or their designee). The authority of the Board is derived from a delegation of authority from the Board of Visitors through the President of the University.
Student editors may develop their organizational policies and their own news and editorial content free from censorship and threat of reprisal, suspension or removal from office. Freedom of the press as guaranteed by the Constitution is not impeded or interfered with by the university or any of its agencies, staff, faculty, administrators or student government bodies. The university expects the student media will conduct their business in a professional and responsible manner, adhering to the canons of journalistic ethics (as established by the Society of Professional Journalists) and, as applicable, to the laws of the Federal Communications Commission.
Student editors are appointed by the Board according to minimum qualifications for their positions and those positions are reviewed annually. Editors may be removed by the editor in chief in consultation with the Board chair, the faculty adviser, and the Spartan Echo Business Manager.
The Board will provide a forum for airing grievances and complaints regarding the Spartan Echo where the complainant has exhausted remedies through the staff, editors, managers and advisers. Complaints should be made to the Board in writing and shall be reviewed by the Board in that form. The Board can request by majority vote that the complainant address the Board.
ONLINE ADVERTISING ------------------------------------------------------------
Online advertising with SpartanEcho.Com is an excellent method of maximizing your advertising dollar. Only publication-ready J-peg (.jpg) graphic files or animated gif (.gif) files will be accepted for online display at SpartanEcho.Com. They will be accepted under the terms of the "Online Advertising Agreement." An ad will be displayed on SpartanEcho.Com for a period of 30 days and a URL (web address) of the client's specification will be attached to the ad. In other words, users can click on the ad and be redirected to the client's web site. In addition, under the terms of agreement that SpartanEcho.Com has with its publisher, only five ads will run simultaneously: one left column ad, two center column banner ads and two right column ads.
Please refer to currently displayed ads for example placement. This does not include the top banner and top right-hand column ads, which are reserved for national campaigns during business hours. Ad space will be sold on a first-come, first-served basis and SpartanEcho.Com reserves the right to refuse service to anyone. SpartanEcho.Com is not responsible for server and/or network outages during the publication period.

Left Column – 120 pixels wide and 240 pixels high: $75 for 30 days (viewed below the "Links" section)
Center Column – 468 pixels wide and 60 pixels high: $50 for 30 days (viewed at the bottom of the center column-length dependent upon variable content)
Right Column – 300 pixels wide and 250 pixels high: $100 for 30 days (viewed below AP Video on the front page or below the top right-hand ad on other pages)
Files received that do not meet the exact dimensions above may be adjusted at the discretion of SpartanEcho.Com.
Ads will not run until contracts are signed and returned to the Spartan Echo Newspaper Online. Please make the check payable to: SPARTAN ECHO NEWSPAPER ONLINE.
